/ Exclusiv / ANL acorda contracte pe linie de partid sponsorilor PDL
In plina criza economica, clientela PDL a fost salvata de la faliment. Dupa ce ministrul Dezvoltarii Elena Udrea a decis desfiintarea Companiei Nationale de Investitii si a sistat lucrarile pentru sali de sport, afacerile democrat liberalilor s-au mutat la ANL. Avand la dispozitie un miliard de euro pentru constructia de locuinte pentru tineri prin toata tara, Udrea a aranjat ca licitatiile sa fie castigate de sponsorii partidului.
ANL a desemnat in ultimele doua saptamani castigatorii licitatiilor publice pentru constructia de locuinte pentru tineri in orase sau comune, raspandite prin toata tara. Singurul criteriu de triere a firmelor participante la licitatie a fost pretul cel mai mic. Nu s-a tinut cont de performentele si experinta societatilor, de pregatirea angajatilor, de situatie financiara a acestora. Asa s-a ajuns sa fie desemnate castigatoare firme de partid, unele aflate in stare de insolventa, SRL-uri de apartament cu un trecut dubios, cunoscute pentru lucrarile foarte proaste sau cu patroni urmariti penal pentru prejudicierea bugetului de stat.
Prefectul Bihorului construieste blocuri ANL
Astfel, ANL a desemnat zilele trecute castigatorii pentru construirea de locuinte pentru tineri in localitatea Marghita ( judetul Bihor): SC Constructii Bihor SA, SC Marconst SRL Marghita si SC Pro-Arh SRL. Valoarea contractului: 17,06 milioane lei.Patronul de la SC Constructii Bihor SA este chiar prefectul PDL al judetului, Gavrila Ghilea.
Istoria acestuia este foarte interesanta. El a fost vicepresedinte al Consiliului judetean Bihor, dar si viceprimar in vremea guvernarii Nastase (2001-2004), cand a ocupat si functia de vicepresedinte al PSD Bihor. In 2004, dupa ce social-democratii au fost detronati de la guvernare, Ghilea a trecut imediat la PD, devenind omul de baza al primarului din Oradea, Petru Filip, care ocupa si functia de sef al filialalei judetene. Apoi, in 2009, a reusit sa-i dea la o parte pe toti liderii PD, cu state vechi de plata la acest partid si a ajuns prefect. Avand spatele asigurat, afacerile cu statul au prosperat. Firma lui, SC Constructii Bihor SA, a primit contracte pe plan local, dar si prin tara, din care a castigat multe milioane de euro. Mai intai, a primit de la ministrul Transporturilor, Miron Mitrea, prin 2004, un contract de subantrepriza cu Bechtel pentru organizare de santier si depozitare echipamente. In 2003 a incheiat un contract atribuit de Compania Nationala de Investitii pentru construirea a doua sali de sport in valoare de 600.000 de euro.
De asemenea, firma lui Ghilea a primit un contract de modernizare a Directiei Generale a Finantelor Publice Bihor. Lucrarea a fost executata foarte prost, fapt ce a dus ca la putin timp dupa receptia facuta, peretii sa crape si apa sa se infiltreze in birourile functionarilor. Un control al Curtii de Conturi a constata mari nereguli in executarea lucrarii. De asemenea, politia l-a cercetat pentru neonorarea unui contract in localitatea Cocioaba Mare, unde a primit banii, dar nu a mai facut lucrarea.
Dupa ce a venit PD la putere, in 2005, Ghilea si-a continuat afacerile prospere. In 2005, Compania Nationala de Investitii i-a mai dat un contract de 300.000 de euro pentru constructia de sali de sport in Bihor. Apoi, in 2007, firma SC Constructii Bihor a construit blocuri ANL in Sanmartin si la Oradea, pe strada Branului.
Favorizat pentru ca a ridicat vilele sefilor PSD si PDL
ANL a desemnat acum cateva zile castigatorii si pentru constructia de locuinte in localitatea Odobesti (judetul Vrancea): SC Lefter Construct SRL Focsani, SC Victor Construct Invest SRL Botosani, SC Star Construct SRL, SC Arhigrafic SRL Focsani, SC Arhiplus SRL Focsani.
Actionarul unic al lui SC Lefter Construct SRL este Sorin Lefter, unul dintre cei mai puternici oameni de afaceri ai judetului, care ii construieste vila presedintelui PDL Vrancea, Jan Vraciu, din strada Magurei, dar care i-a ridicat si “palatul” sefului consiliului judetean, Marian Oprisan, liderul PSD al Vrancei.
Lefter l-a sponsorizat in campania electorala din 2008 pe Vraciu si este cercetat intr-un dosar penal a lui Oprisan, in care este acuzat de fals, uz de fals, inselaciune pentru ca o mare parte din materialele destinate unui contract pe bani publici au ajuns in curtea casei presedintele CJ Vrancea.
O alta firma dubioasa care a castigat licitatia pentru locuintele ANL din Odobesti este SC Victor Construct Invest Botosani. Patronul acestei societati, Victor Mihalachi, a sponsorizat campania electorala a PDL din 2009 cu 100.000 de lei. Drept recompensa, SC Victor Construct a primit, anul trecut, mai multe lucrari de constructie in Botosani (cum ar fi modernizarea primariei) prin Compania Nationala de investitii, dar si pentru ridicarea de blocuri ANL la Falticeni, Radauti si Bacau.De asemenea, SC Victor Construct a mai castigat o licitatie, zilele trecute, pentru constructia de blocuri ANL in orasul Cristuru Secuiesc (judetul Harghita).
Prietenul sotului Monicai Ridzi
Un alt client al PDL, de aceasta data din judetul Hunedoara, a castigat, impreuna cu alte trei firme, un contract cu ANL pentru constructia de locuinte pentru tineri in orasul Ineu din judetul Arad Este vorba despre Todor Tamas, patronul firmei SC Paluri SRL Petrosani, care va incasa in jur de 2 milioane de lei. Acesta este un apropiat al primarului din Petrosani, Tiberiu Iacob Ridzi (sotul fostului ministru al Tineretului) pe care l-a sponsorizat in campania electorala la alegerile locale din 2008.
O alta firma a acestuia, SC Consmin, unde este presedinte al consiliului de administratie, construieste celebra telegondola din Petrosani. Tamas a fost cercetat penal in dosarul privind privatizarea rafinariei Petrotel.
In 2008, SC Paluri SRL a primit cinci contracte de construtie de sali de sport in Petrosani, prin intermediul Companiei Nationale de investitii.
Un client PSD, fugarit de procurorii anticoruptie
O alta licitatie “cu cantec” si-a desemnat castigatorii pentru construirea blocurilor ANL din municipiul Beius (Bihor). Castigatorul este omul de afaceri Marius Nistreanu, prin firma SC Repcon SA.
Acesta este un client vechi al PSD si a pus la cale multe tunuri financiare care au dus la prejudicierea bugetului de stat cu miliarde de lei vechi.
Nistreanu a fost cercetat penal si chiar saltat de PNA, dar, in virtutea bunelor relatii pe care le avea la Bucuresti, a scapat basma curata. El a primit numeroase lucrari de reamenajare a cursurilor unor rauri din Banat, Ardeal si Oltenia, in urma inundatiilor care au avut loc in anii 2002-2003. Aceste afaceri i-au mers foarte, fiind puternic sustinut de ministrului Mediului din perioada guvernarii Nastase, Aurel Constantin Ilie.
